The government has decided that the concept of producer responsibility should be applied to plastic films used by farmers for crop cover etc. Therefore, when the Regulations come in, farmers will be entitled to free of charge collection of farm films and producers – manufacturers or importers – will have to pay for the collection costs.

Current situation?
The Regulations are in the process of development. The Government has appointed an Advisory Committee on Farm Plastics and in 2006, let a contract to Valpak to research into the best methods of collecting waste farm films and advise on the best regulatory framework to deliver this. The ACFP is now working with the farming community, government officials and Valpak on the best method of implementing a national free collection service for farmers under Regulations that should be coming into force later in 2009. However, there appear to be a number of differences between government departments on how this should proceed and there is no fixed timetable for implementation.
