Batteries Public Register published listing scheme members

21 NOVEMBER 2009

Unlike the WEEE data management system which was developed by the Environment Agencies centralised IT providers, the Packaging and Batteries systems both use the separately developed National Packaging Waste Database. This has shown huge benefits to stakeholders in the Packaging Regulations and now seems set to do the same for Batteries by enabling data and registered producers and processor lists to be published much more quickly than with WEEE.

The Producer Public Register has now been published (click on drop down date and select 2010), showing the number of producers registered and the scheme they have registered with if they are a large producer (>1 tonne of portable batteries on the market in 2009).

The register shows the following:

Total registered producers - 769
Total with portable battery obligation - 723
Total large portable producers - 350
Total small portable producers - 373
Total with industrial battery obligation - 108
Total with automotive battery obligation - 42

With an annual registration charge of £118k per scheme regardless of the number of members, the schemes were all working hard to maximise their membership numbers leading up to registration deadline.

The list below shows the number of members per scheme and the amount per member this £118k represents. Of course, schemes will gain new members as more producers register, but it gives an interesting comparison of what the schemes have to contend with.

Scheme Members Split/member of £118k
Valpak 128 £0.9k
BudgetPack 60 £2.0k
BatteryBack 50 £2.4k
ERP 32 £3.7k
Repic 29 £4.1k
CCR Rebat 26 £4.5k
DHL 25 £4.7k

At an additional fee of £680 per large producer and £30 per small producer, the EA will receive a total revenue of £1,075,190 for these registrations.

The Public Register also shows approved schemes and accredited treatment operators/exporters although the latter has yet to be listed.
