At the moment, the EPR producer data can be found on NPWD. Tables are published showing the data supplied by producers for the amount of packaging that was placed on the market in the two halves of 2024.

The recycling targets below will be applied to the TOTAL TONNAGE of each material to indicate the total PRN demand for the year. The ACTUAL PRN demand will be the sum of all of the producer’s own targets, a figure that will be slightly different due to rounding.

At this stage, it is difficult to know the the exact tonnages to which the waste fee will be applied, but essentially, it is HH (household) + bin waste as DRS material (HH drinks) is excluded from the waste fee calculation. However, as glass will only come under DRS in Wales, it complicates the equation.

The recycling targets in 2025 are as follows:

  • Paper/card (including composite) – 75%
  • Aluminium – 61%
  • Glass – 74% (of which 75% must be met through melt applications)
  • Steel – 80%
  • Plastic – 55%
  • Wood – 45%
