The delay to the implementation of EPR by a year means that producers will not get charged the waste fee until 2025. This is the amount that will be charged per tonne of each of the 7 materials placed on the market to cover local authority recycling costs and will be the pre-cursor to the modulated fees that will be applied in 2026.
The modulated fees will be calculated through an assessment of recyclability. Defra held a webinar yesterday (17 August) where the constrator appointed to carry out the calculation work presented on their timeline and methodology.
A lot of questions were raised as to how the system would work to ensure that producers were not landed with disproportionately large bills based on assumptions and miscalculation and it remains to be seen whether the results of this work lead to a fair and equitable system.
